Defense Civilian Intelligence Personnel System (DCIPS)
Human capital planners within the Department of Defense (DoD) Intelligence Enterprise, composed of 11 intelligence organizations, were determined to establish an integrated pay-for-performance personnel system, an initiative known as the Defense Civilian Intelligence Personnel System (DCIPS). The need was clear: stand up a common system that could integrate and serve the pay-for-performance needs of all organizational components, and prepare its far-reaching workforce patiently, comprehensively and consistently to build awareness, understanding and acceptance of the new system.
The DoD Intelligence Enterprise engaged DAI to create, manage and staff the workforce education and communications platform behind DCIPS. One of the team’s most critical focus areas included consolidating staff development processes and devising common training approaches for a geographically dispersed workforce, as well as for those who performed work in classified facilities with limited accessibility. Our team has made important contributions to instructor-led and web-based courseware based on our Learning Plus™ methodology, and developed numerous communications products. We have deployed DAI training teams throughout the world to educate employees on DCIPS. In addition to these two keystone change management, communications and learning solutions initiatives, DAI has trained and facilitated exercises for many other DoD components, including:
