Internal Revenue Service (IRS)

The Internal Revenue Service (IRS) is highly invested in and reliant upon information technology (IT) to perform mission-critical tasks expeditiously. It is essential, then, for the organization to successfully meet any challenges to sustaining high performance among its cadre of IT professionals. DAI has developed programs aimed at addressing IRS human capital needs in focus areas ranging from recruiting, retention and succession planning to skills assessment and training.

Our initial effort focused on an assessment of skills among IT staff. We implemented an online self-assessment tool, analyzed the corresponding data and recommended workforce planning strategies based on the results. Armed with this baseline data and subsequent strategies, we began to identify opportunities for IRS IT leadership and management to build the know-how and skills the organization needed to sustain and augment performance standards.

As part of this effort, DAI:

  • Created a coaching course and a mentorship program to support leadership development of IT managers
  • Developed a participant’s guide for the programs and created training curricula, including one- and two-day courses for coaches, mentors and protégés
  • Assisted the team with identifying particular aspects of key skills that might require additional training or experience to master
  • Developed and delivered a half-day seminar on the Clinger-Cohen Act and its relationship to the practical challenges of sustaining IT skills and performance at IRS
